When I log into the jotform app on my ipad, I do not see the options to fill out my form & submit it.
I would like to create forms and have my employee fill them out on a job site & submit it to me.
How do I accomplish this?

At the present the ipad application only allows the viewing of submissions and receiving the alerts when a new submissions is received.
After creating the form you can share the url with the target users, this will allow them to access anf fill the form

Why cant you fill out a form in the app?
It would be so much more convenient.

I believe the app was designed for the form owners to easily be alerted when submissions are received and so that they can easily monitor their forms. You can see the full feature of the iOS app here: https://www.jotform.com/products/mobile-forms/
If you want your users to fill out the form, you can easily share your form's URL, as long as their device has a web browser they can easily fill it out.
You can get your form's URL in the "Preview" window.
You can also get the direct link in the "Embed Form" options.
