    Hi,

In JotForm, when someone fills your form or completes a payment through your form, this count as one submission and there are three types of submissions in the system "Submissions", "Payment Submissions", "Secure SSL Submissions" and their numbers counts separately. For instance, if someone buy something on your form, it will add one to your "Payment Submissions" count or if you use HTTPS protocol for your form, every collected submission will be added on "Secure SSL Submissions".

To answer your question, monthly limits is maximum number of submissions can made for one month. If one of the submission level reach to the limit, your form is going to disable until next month. As an illustration, if you are a free account owner and you've done 100 payment through your form in one month, your form will be disabled. So, form preview is not count, only the submit processes have an effect.

I hope this explanation will help you. Please feel free to ask, if something stays blurry.

    Thanks.
