The issue is particularly related to the Credit Card payment in the Paypal Pro field. And this is also because of the Paypal Pro Settings in your Paypal Account. It's either the Paypal Pro is not yet enabled in your account or you do not agree to the billing agreement in your Paypal Pro settings.
You should contact Paypal and ask them to enable Paypal Pro in your account. Or, try doing it in this page:
Click "Get Started Today" button and that should take you to another page where you can see a number to call or signup online.
