Thank you for contacting us.
The credit card payments are being accepted/declined by PayPal. According to this PayPal helpcenter article, depending on your type of business, you might not be able to accept American Express credit card payments. We would like to recommend you to contact PayPal Support to see if they can help in this case.
Please feel free to contact us if you need any further assistance. We will be happy to help.

We are looking into this issue also.
Did you find a workaround for your clients to pay via the PayPal Payments Pro with their American Express cards from the US?

Actually there are restrictions by Paypal, which credit card will be accepted, please check this link Paypal Payments Pro: Regional Differences under the "Regional Differences" section. If the customer is located in Canada or UK, unfortunately, Paypal won't accept credit card payments from Amex.
As mentioned by my colleague, you need to contact to Paypal for this issue.
Please revert back, if you need further assistance.
