I have a question with 4 radio button and I want the user to select 3 of the four choices.

I have a question with 4 radio button choices but want the user to select only 3 options.  Can I set a condition on the question for the user to only select 3 preferred options?

For this, I would recommend using a checkbox instead of a radio button.  This will allow you to limit the minimum and maximum number of selection allowed.  In the options for the checkbox fields, you will see the settings for minimum and maximum:

Set both to "3" and they will be required to choose 3 of the 4 selections.
