Attachments in the forms links, are they available to other users that they share an Excel or Google Docs? If not, how it gives access to everyone?

I need that the links to files that are attached to the forms accessible to persons having access to excel or google docs automatically generated. Now only I can access logged myself with my Google Docs account.

Can you provide us more details regarding the issue? Please provide also the link or name of the form in question. I checked your latest form - http://www.jotformeu.com/form/51354583494361 but it looks like it does not have an attached google document. Have you inserted/added a link to your Google Spreadsheet in your form?
