I have checked your forms and I notice that you have created form that is collecting credit card information and that is against JotForm Terms of use.
Card number, expiration date, security codes and card holder name are considered critical information and cannot be collected on plain text fields. The only services allowed to collect such data are those that are DSS/PCI certified.
I have removed those fields from your form.
If you want to have payment fields inside of your form you have to use one of JotForm payment tools.

Now regarding to your question. With free subscription you can create as many forms as you like, but you can receive up to 100 submissions or 10 Payment submission each month. Every time that your form is submitted it is counted as one submission. You have only received 1 submission this month.

Regarding my question concerning the maximum number of forms that can be
sent through Jot Form with the free subscription...I sent out 20 forms
and then got a message above the Captcha field indicating I had reached
my limit.
The Jot form information says you can receive 100 submissions but it
does not actually say you can send 100 forms. So the question remains,
how many forms can you send? And is that per month or forever under the
free plan?

Please be noted that there are limits on how many emails you can send from your account. If you are sending your form link in an email or you are replying / forwarding submissions, in free account you can only send 2 emails per hour.

In free account you can reply/forward only 2 submission per hour. Same limits is also applied to send form in email as well.
To resolve your problem, I would suggest you to either upgrade your account to get higher limits or grab your form's direct URL and manually send it from your own email.
You can get the link of your form inside of Form Builder by clicking on Preview option.
