Can you please provide us more details on what you were looking for.
If you use the Image field, you can asign label name/text to it using its properties.
If you were referring to having alternative text to an image within the form, you can use the TEXT field instead to add your image/picture and then you can assign an Alt Text to the image.

So the image tool will not allow alt text? I am asking because we are trying to make the form ADA compliance. http://www.ada.gov/pcatoolkit/chap5toolkit.htm
but the other way of putting the image would probably work. I will need to check.

Yes that is corrrect. The image tool ufortunately do not have the property or tag for the Alt-Text option.
But using the TEXT field intead will allow you to add the image and include and Alt-Text tag to it.

I will also submit a request feature to our higher team support to add the Alt-Text tag to the properties of Image Tool.
For now, I can only suggest to you to use the TEXT field for alternative.
We will update this thread once we have news on the status of the feature I have submitted.
