We are having issues with paypal button our site. Does not allow for buyer to pick option of just using their credit card and not using and setting up a paypal account. PayPal says they think it is an issue with your set up. The Pay Pal option choice is turned on. They suggested re doing the pay pal link/button. Since u guys helped get it on the site in its current format thought u could figure this out better than me.Thank you for your help

That happens because PayPal has a cookie on your browser and knows that you have a PayPal account. They want to get people to use their PayPal account instead of credit card that's why if they think you have a PayPal account they do not show the credit card option. But if you try it on a computer that never used PayPal, they will show the credit card option.

You may like to use PayPal Pro for payment integration in your form. The standard PayPal tool will redirect each of your customer to the PayPal website payment page upon form submission and user can pay by their PayPal account or simply use the credit card option. The PayPal Pro tool can accept credit card payments directly from your form.

Inside of this guide you can find difference between PayPal & PayPal Pro:
