Unfortunately, I'm not entirely sure that I understand what it is that you are asking here?
Do you mean you want to save fields that are incomplete on your site? Or?
Can you please elaborate on this a bit more or provide us with an example workflow of what you meant by that?

Hello!
when a user clicks submit without filling in required fields, the "incomplete values page shows up, is there a way to make this message show up on a custom page or on the same page as the form instead of redirecting to the default page

I did check the webpage URL you have shared and it does not seems to have any JotForm embedded. It seems to be a custom form which you have created. Please check the screenshot below:
