The second account won't let me drag and drop Forms to another account

the second account it won't let me drag anything, but when I go into my old account it allows me to drag. Do you know why that would happen?

If the second account is a sub-account, you will not be able to change the folder structure if the form is shared.  Only the account that has the form can change folder associations.
