Why did I receive error message HTTP 403 Forbidden? "Website declined to show me the webpage?

    I tried to open an email attachment that I received through our "Jotform" which is on our website.  Jotforms won't allow me to open the attachment.  It is giving me the message "HTTP 403 Forbidden" and says that the "website has declilned to show this webpage.  Why?

    We would like to apologize for any inconvenience this have caused you. Our developers were able to fix the issue and this should now be working properly for new uploads.  Unfortunately, the uploads during this time may be lost.
