Do you mean that you have added some people's email addresses to your email notification and they aren't receiving emails of submissions? Or?
Can you share a link to the form you are having this problem on?
Please first make sure you have properly set up your email notification.
Then second you if you want to add more than one email address you can either set up more than one email notification if needed or add multiple email addresses inside the same email notification.
Also, please see How-to-properly-Change-and-Test-a-New-Email-Recipient-Address which can help explain changing and testing your email addresses properly.
If you're stuck and still aren't receiving them then please refer to How-to-setup-email-alerts-to-prevent-email-bouncing-related-issues and How-to-remove-your-email-address-from-bounce-list.
Additionally, you can also take a look at if your email is sending or not via your Email History.
