What I am trying to do is create a drop down that asks "How many people" and when they select an option, that hypothetically say "7" There are 7 text boxes below to type in each individuals names. I understand that it is possible to use widgets to dynamically add textboxes individually, but I would like it to be controlled via a drop down menu.

As you say, there are some widgets that can help you to add or remove text boxes in your form.
However, if you want to do it using a drop down, you will need to add all the text boxes in your form, for example, if you want to have the option of 7 in "How many people", you will need to add 7 text boxes, then you will be able to show/hide them dynamically based on the selection, just follow this guide to do it : http://www.jotform.com/help/316-How-to-show-or-hide-a-field-in-the-form-based-on-the-other-field-input-or-selection
