Starter Plan - 100 submissions... ever?

I am unclear. I interpreted the starter plan to include 100 submissions per month or per year, but it doesn't say that, does it?  Please define the term for the plans as stated.

Please be noted that Free accounts are limited to receive 100 submissions per month.

The submission counter will be reset on every first day of the following month. You may check the status of your account by clicking on User icon after you are logged in to your account.
