The basic plan includes only 10 payments per month. What would happen if payments exceed 10? Is there a charge, or is the payment feature blocked?

If you exceed the 10 allowed payments in a single month, your forms will no longer accept submissions until either your account is upgraded or the monthly reset on the first day of the next month. When trying to a complete a submission, users will be presented with a form over quota error.
There is no charge unless you want to immediately reactivate the forms. You can always cancel your subscription at any time if you only need increased limits for a month here and there. You will not lose and when cancelling a subscription.
