I am not getting emails with sign up information sent to me. Paypal is notifying the financial secretary. How can I find out what the problem is?

What is the form you are referring to? I checked the notification setup for your form: http://www.jotformpro.com/form/52234017811950, and the email addressed used for notifications is not in bounce list. Have you checked your spam folder? 

You may white-list our domain names, if the issue continues, as we use Amazon SES method for "noreply@jotform.com" sender.
