I went over the quota and was un aware.
Do the forms still get recorded and now i have upgraded can i get access to them.
I only ask because it is a medical form and i need the info

When over quota, your forms are temporarily disabled so I'm afraid your users are simply getting an error when submitting the form or they simply don't see the form on your website (depending on the embed codes).
The form is now up since you've upgraded your account. You should be all set now to receive submissions.
