Since you are using Stripe to process your payment, you should be able to proceed with the refund in your Stripe account, I just found an article about it, please take a look on it here: https://support.waveapps.com/entries/22113685-How-to-refund-a-credit-card-payment-in-Stripe.
From the JotForm side, there is no way to process it.
