Jotform is not meant to to share files between users. I recommend you upload the file you wish to share to a third party application like Dropbox or google drive.

We also have a rule in which limits files being downloaded from our servers. You may only download 100 times a file that is 10MB or smaller. For larger files you may only download it 10 times.
