How can I get the payment form to increase the default payments when a 2nd participant is added? Right now it is set to one participant but if a parent has two children then they need to pay those default payments twice.

To achieve that scenario, you can calculate the values from outside with "Form Calculation" widget, then you can send those value to Paypal payment tool again.
First, you need to set your "Form Calculation" widget. Below, you will find the necessary guide:
Then, you need to transfer this value to your Paypal too. You can find useful tutorial about how to do it from the following link:

- KCHDAAnswered on February 15, 2016 at 03:46 PMHi,
Thank you for the info but I am doubtful it will work due to the fact the area I need re-calculated is within the fees calculation field already. I cannot add this form calculation widget into the field, just below. And I cannot select those two particular fees from the fees calculation field. see my attachment.
Unless you are telling me the widget can somehow pick up that when a the form has a second participant registered it will mutiply those two required/automatic fees by two.
Please advise if this is so I will proceed with your instructions.

You can achieve this using Special Pricing.
Review user guide here: http://www.jotform.com/help/265-What-is-Special-Pricing
You can setup the special pricing to change the item price base on other option.
Example, if there are now 2 participants then the Price will change base type of participants and Quantity.
Here is a test form https://form.jotform.com/60306821651954 that uses special pricing.
