Are your users receiving error message when they try to upload file to your form or you are receiving error message,when you try to open uploaded file from submission page?
I have tested your form and I was able to upload file to your form.
If you are unable to download uploaded file, please provide us ID of submission, form which you are unable to open uploaded file.
Error message that you provided is usually shown when at the time of the submission user had some intermittent connection with the server or their internet connection which caused their upload submissions to fail. Also it is possible that form was submitted before file was fully uploaded.
I would suggest you to contact those users and ask them to resubmit the form.
