How do you clear old submissions forms

Submission limits reset on the first day of each month.  The next reset will happen tomorrow on March 1st.  It is possible to clear out upload space by deleting submissions, however, it is not possible to lower your submission count by deleting them.  Only the monthly reset can lower the submission total.
