I tested your form and I was able to confirm that the Progress Bar Widget does start from 0 when returning to the form using the Save and Continue feature. I also made a test form and I was able to replicate the issue there.
I will have to escalate this issue to our developers for further investigation. We will inform you on this thread once the issue has been resolved.
