When I create a new form, even a blank one it gives me the same error message. Is getting a paid subscription my only option?
Unfortunately the link that you have given points to a private page which we can not see. Since there are no forms in your own account I can only presume that the issue is with the form in the kstearns account titled: Daily XR Productivity form.
Please do give us the link to the direct form, but also note that there are only as much as we can do for you if the form is not within the account from which we are contacted, so it is best to log into the account holding the same as well before your reply.

The link and all the other forms are owned by this one account that's owned by an office. Ive upgraded my account and I'm still receiving the error.

The link for the form that you have provided (https://secure.jotformpro.com/form/51116128979966) belongs to a Free account named justincreeden. The account is set to Free and it has over 190 submissions, which is why you are getting an error that says your form has reached its quota. The limit for free accounts is 100 submissions per month.
The account you are using in this thread (msbspk2015) does not have any forms in it. Since it is on a Bronze subscription, we can offer to move the forms from justincreeden (Free account) to msbspk2015 (Bronze account). However, the request must be made by the user justincreeden, which currently has the forms.
