I am trying to set up my PayPAL account-but an error message pops up saying I can only have 1 payment app, I can't find a "setting" tab to find out wh

That is correct, you can only have one payment app for every form. In your form, you can search for "My Products" label as this is the default label created when you have added a payment field in your form.
Upon checking your form, I found at the bottom that there is an unconfigured payment app. What you need to do further is to click or select the field in your form and click on the wizard icon to continue setting up the proper configuration and products in it. Please see screenshot below:
Once the wizard icon is clicked, the setup should appear
Then you should be able to proceed further on adding your products and prices.
