I have 10 Incomplete Submissions but the payments WHERE made to my PayPal account.

If I manually complete these will they be charged again?

When you manually complete an incomplete submission, it will remove it from the list and place it as it was paid. As indicated in our users guide, Paypal Incomplete Payments FAQ , it will not get charge. It will only be removed from the list.

Clicking the 'complete submission' button on the list of incomplete payment submissions will NOT process payments. It will simply trigger the post-submission actions and dump the data to the submissions list, as if it was paid for (but not really).
