If you actually received a payment for 'incomplete payment submission', it usually means that we have not received an instant payment notification about successful payment from PayPal.
The reason behind this can be disabled Instant Payment Notifications (IPN) within your PayPal account. Please make sure that IPN is enabled within your PayPal account settings.
