I did check your account "cihan14" and did not find any issue with that. It is already active and there is no form created in this account.
I did check your last edited form and it seems to be associated with a different account with username "Centos14". Is this the account with which you are having this issue with?
You have reached the "Form Views" limit and that is the reason why your account is currently over limit. Please note that every time your form is loaded in browser or the webpage where you have embedded your form is loaded in browser, it is counted as valid form views. Here are the options available to solve this problem:
#1. You should upgrade your account to higher plan which will allow you to receive more form views limit. Please take a look at our pricing page for available plans and its submission limits: http://www.jotform.com/pricing
#2. We can completely remove the form view limits, but you will have to agree to add footer with the JotForm's logo on all of your forms. Showing the JotForm logo is completely optional and you can any time enable/disable it form your account setting page. Please check the screenshot below:

I see that you have already enabled the Jotform footer, but your form still shows "over quota." I have now resolved this so you should be able to view your forms without any issues. If you need further assistance, please let us know. Regards.
