With the configurable list widget, disabled rows, can be and filled with data even unchecked.

I just cloned your form, and the configurable list widget shows fine. What are you trying to accomplish?
If you want to set a maximum rows that can bee added, simply click on the wand icon, and enter the maximum row number:

Hello,
When I'm trying to accomplish is: when a row is disabled (not checked) all the fields shouldn't be editable.
In other words: a nonchecked row permits to write in the fields of the row, and this has no sense.
Please, let me know if I don't explain correctly.

That is not possible to accomplish, the widgets does not have this type of validation.
Adding a checkbox button field will not trigger any validation, the checkbox it's just another field which is part of the row.
If you added the checkbox with that purpose, I would recommend you to delete.
In this case, the best option would be to reduce the minimal rows shown:
In that way, the user can add a new row if he needs to fill another entry:
