Cannot move fields in Field Manager Wizard

Hello, I cannot move multiple fields (or even one field) in the Field Manager Wizard. I can select a field or fields, but when I try to click and drag, nothing happens. Nothing moves. I am using Chrome. 

I tried the procedure in this thread, but it did not work for me.

Hey, I fixed it! I followed advice from another thread and disabled "touch event" in Google. Thanks!
