We are going to outsource some work and they are going to need to create forms and look at the reporting/analytics but I do not want them having access to the actual data that is stored.
Is that possible?? Will the level of security you have can I restrict a user to net see the actual data

I understand that you want to allow some users to access the reporting/analytics of the form submissions without showing the actual data. In this case, you may consider building a visual report for your JotForm and share it to the other users so that it can display the graphs.
Please give it a try and let us know if you need any further assistance. We will be happy to assist.
