    Is using a header the only way to input text into a form?

    The first page of an application form I am creating needs to contain quite a bit of text the applicant will need to read before completing the form. Is a Header the only way to input that text? I don't like the way the text is displaying in the header and don't want to have to adjust this single header's appearance via CSS
