Everything looks fine in the editing window and the designer window, and I was able insert CSS for the frame color, but something bigger seems to be broken.
The Designer tool doesn't seem to change anything either.
This is for the "Event Subsidy Form"

Form that you provided looks like this.
When I inspected your form inside of Form Designer I saw that Frame and Input colors are correct, but background color should not be white.
I seems that something is preventing that correct background color is saved. On my cloned form I was able to resolve this issue by increasing the width of the form inside of Preferences > Form Styles tab. I have changed width of the form to 691px and I saved changes. Then I have changed the width back to 690px.
