Is it possible to have an order form without a method of payment.

Our company is a physical business front. Our nursery would like to set up an order form with an excel type list of products and their variations with the option to select a quantity of each (or exempt those they don't want) for us to physically pull and have ready for pick up. The client would then pay us on arrival instead of through paypal.

You can use Purchase Order payment field. Purchase Order Tool allows you to create payment forms without payment vendor integration.
