I have a form integrated with google sheets. The google sheet is located in my drive, but new submissions are not being populated. I unlinked the integration, trashed the original google sheet, then tried to re establish the integration. Still not working.

Could you please submit a test form entry to see if the Google Spreadsheet integration is fixed?
If the issue still persists, please let us know so we will be able to forward a bug report ticket to our developers.

quite a bit of time delay. I added another registration, but do not see
that one in the google sheet yet. Is there a time delay and if so, what is
the expected delay? Is that normal?

There shouldn't be any time delay. Submissions should appear inside of your spreadsheet right away, after your form is submitted. Are you still experiencing same issue? I just made a test with one of my forms and Google Spreadsheet integration is working correctly on my end.
I also noticed that you have opened multiple threads regarding same issue. Please note that there is no need to open multiple threads about same issue, because this can only cause confusion.
On one of your other thread you mentioned that Google Spreadsheet integration is not working at all. My colleage has escalated that issue to our developers on this thread:
