I notice that you are charging me "Form Views" while I an designing my form. Is that correct?

I notice that you are charging me "Form Views" while I an designing my form.  Is that correct?  Shouldn't they be charged after publication?

As per the Form Analytics tool seems like some views from your IP address were counted, but this might be because you loaded your form in incognito mode or in a different web browser where you logged into JotForm. 

Do note that views will not count if you are logged into your account, opening your form in incognito mode or in another web browser will count as view, if you're logged in the counter will not be increased even if you have embedded your form. 

I would suggest you to test on your end and check the views in our Analytics tool, here is the link: https://www.jotform.com/form-analytics/
