I am showing that we ran out of upload space on the account, but I am showing that we still have space for everything else. What does this mean? will people not be able to fill out and submit my forms? I need some clarification.

Please be noted that free subscription accounts are limited to store only 100 MB of files in the account. I see that your account storage is occupied over 100 MB and so the account is tagged as overlimit. In order to activate your account, you'll need to clear the storage space by deleting the submissions with attachments. You may upgrade your account for having more storage space.
