For example if I have the free plan and receive 120 submissions this month
a) lose the last 20 submissions
b) does Jotform "hold" the 20 submissions untill I upgrade to a higher plan, and then once I'm upgraded I will have access to the 20 submissions.

You will be notified via email indicating that you are about the reach the limits. You will be advised to upgrade in order to prevent overlimit status. When you exceeded the limits, your forms will be disabled and new submissions will not be accepted. You will have about a day after the account is over limit until forms are disabled.
Forms will automatically be restored once the subscription is upgraded or after the monthly reset on the first day of the next month.
