I called Paypal and they said the issue is on the form side.

Based on the error message, it seems like that payment method that is being used is having problems. Is this a payment by credit card on the Paypal payment page? If so, then that is the case. You have to make sure that your card is active with enough balance or credit to fund the transaction. If you are doing a test, make sure to use a credit/debit card that is not being linked to a Paypal account.
