For each pricing plan there is a maximum number of forms indicated. Is this the maximum number of forms total or the maximum number of active forms? In other words, if I have a form that is expired, is that counted toward that maximum number? Thanks.

Yes, you are correct, it is a maximum number of active forms. So if you disable some of your forms that will not affect the limit. Same for forms that are, as you said, expired (they are disabled) they will not count as well.
