How can I free up submission storage from my account?

I have a free account. To keep it free, I've tried deleting forms (thereby deleting submissions - or so I thought) but my account is still blocked. I suppose deleting a form doesn't necessarily delete submissions?

That's right. Deleting the form or the submissions data will not affect the submission counters. The submissions counter will only reset every first day of the following month. Example, next submissions reset would be on December 01, 2016.

For the form usage, disabling the form or archiving the form will not count towards its limit so feel free to disable or archive the unused forms to reduce the counter.
