My client is creating medical insurance enrollment materials, with variable chart information. Is this something that can be created in jotform?

What type of chart? If the chart will be filled from your form submissions, you can create a Visual Report and embed it in your form: https://www.jotform.com/help/187-How-to-Create-a-Visual-Report-with-Your-Form-Submissions
