My first email responder is receiving emails from the form. However, the next one on the list is NOT receiving them - especially if it is an "unpaid" sign-up. She used to receive them with no problem.

Please check your spam folder, and if you find any JotForm email, mark it as NOT SPAM. I see that one of your recipients was found in bounce list: https://www.jotform.com/help/262-How-to-Remove-Your-Email-Address-from-Bounce-List
