If I delete a form, will it also delete the submissions and if so is there a way to bypass this to delete a form and save the submissions?

Simply download your submissions as Excel, CSV or PDF before deleting your form: https://www.jotform.com/help/73-How-to-Download-Form-Submissions-as-Excel-CSV-PDF
