I want to send my fulfillment center payment and address information only after payment is received.

right now when someone buys a product from me on eBay through PayPal Inhave to manually end an email with address to my fulfillment center.

Do you mean you want to automatically send emails containing your address information to your customers once they submit the form? If so, you can add an autoresponder to your form. Please see Setting Up an Autoresponder Email.
