Adding contact names to get forms

How do I arrange for a name to be added/deleted so that someone can get a copy of a form when submitted?

As I understood you would like to send the submisison data to the person who submit the form individually. 

Our autoresponder feature is the one that you are looking for. It send submisison data to the person who filled the form by taking e-mail address on the form entered by the user. You can find more details about autoresponder in this user guide.
