How can I add another person to be the main person for a form with rights to change it?

I added him to the account but he needs to be the main person and myself with rights to change the design of the form.

You can allow your director to be able to view, change, and modify the form including it's submissions with edit and view access by making them a sub-account user.

Additionally, there is also offer a form collaboration feature which you might find useful.
