I have a form which has a radio button with three responses plus an Other option. I have some of the submitted responses where I want to edit the field, 'Supplemental Application?'. I go to View Submissions, choose the record I want to edit, Click Edit, then make my change and choose another option from the radio button, then select Submit. I see a message display in red really fast but I can never read it. I then check for the change I made and it isn't there. It still displays the record the way it was before I made the change. I have tried changing some of the other fields and I have no problem with those, e.g. Contact Info, Application Fee

We apologize for the inconvenience. I cloned your form and the same issue happened. I did many test, removed the field and add a new one, but the same issue continued.
I find out that the issue is caused due to a conflict with the Us State Picker widget:
Please remove and add it again, that should solve the issue. Let us know if you need more help.

I am a little confused. You are saying that the State picker widget affects my Supplemental Application? field? Why? I didn't realize there was a problem with the State field.

No really sure why it is causing the conflict. It appears like the widget is corrupted. In my test the issue was solved by removing that widget and adding a new one again.
So, if you have already collected data through that widget, download your submissions first, because the data collected by that widget will be lost when it gets deleted.
