Why am I not getting form submission notifications (or record thereof at all) for forms submitted with "cash" payment option?Page URL:

When the product on the PayPal field is selected, the form will always redirect to PayPal.
The solution is to display the PayPal field only when the PayPal payment option is selected. You may add the next action to your condition.
It looks like that you have some entries under the Incomplete Payments where users selected the cash option and closed the PayPal checkout page.
You can manually 'complete' such entries to move them to the regular submissions. This will not process any payments, but the emails will be triggered.
